## The core teaming argument

FAR 52.219-14(c)(1): on an SDVOSB set-aside services order, the prime may not
pay more than 50% of the government's payment to firms that are **not**
similarly situated entities. A similarly situated entity is a first-tier
subcontractor with the same small-business program status, small under the
order's NAICS. VAAR 819.7009 restricts this on VA orders to SDVOSBs listed in
VetCert.

ProconnAI is VetCert-listed, so scope assigned to ProconnAI is excluded from
that 50% cap. Adding ProconnAI to a team **creates compliance headroom** rather
